But today the White House and Congress can compel obedience even in areas such as education, health, transport policy and, therefore, have the final say on funding. Washington beats cash or better yet decide programs whose costs should, however, be borne by the taxpayers of individual states. Those in financial difficulty, such as California and Pennsylvania, do not make it and rebel, and those in health, such as Texas, are asking why should obey and claim the right to self-management funds. "We have proven to be more skilled and efficient federal government, which plunged into a financial slump," the governor said: "Why we must continue to obey?".

NOTE: The tutorials in this section were performed with Photoshop Element 4.0. Some commands, tools, procedures may not have an exact match in the previous or subsequent versions of the software.

1. Create a new layer. Click on the square, or menu, choose Layer> New> Layer ...
2. Pencil or Brush tool. In the vertical tool bar, choose the pencil tool to draw lines from the edges, brush lines blurred.

1. Open the two images. Note that only one at a time can be active in the Layers palette and this is only the level of the active image. For this tutorial we will use the following photo as a background image (image target )......
